In Portland a committee of the whole discussed Hon TR Sheridan of Roseburg seeking a franchise for an electric car line on Front Street. Dan Malarkey suggested the project masks a transcontinental railway plan into Portland. Attys Fenton Teal and others opposed the grant. the council held the matter over for further consideration.
