A DC Senate committee unanimously approves a vivisection regulation bill. It calls for anesthesia in painful animal experiments, exempts some tests, prohibits vivisection in public schools, and authorizes inspection by presidentially appointed inspectors. Died Trying to Save Others. Oakland May 17 Samuel W. Emmons, 58, a Southern Pacific flagman, sacrificed his life saving four men near the pier but was struck by a backing train. He did not notice an oncoming engine and died from injuries after transfer to hospital.
W B Bradbery, a local millionaire, was sentenced to twenty four hours in jail for violating a civic ordinance by spitting on streetcar floors. He declares spitting a priceless American privilege, and plans to appeal.
