Feb reports from Mahila describe a 90,000 strong insurgent army near Manila province wielding Krapp guns and Manser rifles. Spanish troops serve with insurgents in detrenchments amid bamboo thickets, with casualties around 260. Azcaricana’s steamer line lands 600 mariners with four maxims at Malabon.
The Senate approved the peace treaty ceding the Philippine Islands to the United States after long delay. Court martial for General Charles Eagan reduced to six years suspension. Old mortgage tax law altered to allow partial payments to be indorsed on record.
The war department reports from Manila that the situation is rapidly improving. A recompliance was made to the south toward Tagaytay Bay and southeast eight miles, driving insurgents in various directions with no decided opposition. Aguinaldo’s influence is said to be destroyed as he seeks cessation of hostilities and a conference, which has been declined. Insurgents’ hopes rise in the city.
