The new Russian cabinet lists key ministers including Count Lamsdorf as foreign affairs minister, Vice Admiral Biriloff as minister of the marine, Prince Obolensky as interior minister, M. Romanoff as finance minister, and M. Koni as justice minister. Other posts include Gen. Rediger for war and M. Kraskovsky for education.
Private dispatches received in London describe the situation at Odessa as deteriorating compared with before the imperial manifesto was issued indicating broader unrest and hardship in the city.

Iowa City November report from Dr. Henry Albert state bacteriologist to the state board of health lists 3580 examinations in the past year. Of these 1415 sought diphtheria bacillus, 1551 tubercle bacillus, 495 typhoid, 139 misc. Investigations spanned Marion Parkersburg Burlington Estherville.
Washington November 1 an explosion in the Potomac Electric company power house sent two men through the roof. One died instantly the other was dying. Three other workers were injured.
President Roosevelt received a framed parchment testimonial from the Methodist Episcopal bishops conference in Washington. The document praised his "square deal" and civil righteousness as a modern application of the golden rule in national affairs.
Annapolis Md Nov 1 The British squadron led by Prince Louis of Battenburg and Admiral Brownson’s ships reached the harbor this morning and anchored among North Atlantic fleet warships. An official call on Commander-in-Chief Evans, the Academy superintendent, and the Maryland governor is planned with visits to be returned. Weather is reported perfect and the day’s schedule aims for smooth proceedings.
Havana reports the La Opinion of Cienfugos describes a conspiracy to rob Cubans of liberty with Squiers named as a principal director alongside the chief executive Calban Silvia Blanco Herrera bankers Camba and others and Rubans the American lawyer involved. A crowd of about a thousand attacked and tore down an anti Hearst banner in Union Square New York City. Another banner near Park Row was removed by mayoral order. A second banner at Fourth Street and Broadway was dragged down at noon, the red flag shredded, while the American flag was saved. Charles F Murphy denied Tammany Hall involvement.
Washington November 1 A committee considering moving the presidential inauguration date from March 4 postponed its meeting from November 8 to November 28. Most governors favor shifting to the last Thursday in April to avoid clashing with a southern governors meeting.
Indiana Appellate Court rules an action to enjoin a labor union cannot be maintained as the union is not incorporated. Proceedings must be brought against individual members rather than the organization.
A major blaze in Pensacola damaged nine large stores on the principal block of Palafox street. An explosion of powder and ammunition occurred at the fire’s peak, blowing out much of the front block. Loss estimated at 159000 dollars.
Report from Hongkong on November 1 states five American missionaries have reportedly been killed at Lienchow in the western province of Kwang-Tung. Details are scarce.
The National W. C. T. U. renewed all officers at its annual convention in Los Angeles. President Roosevelt sent regrets read at the morning session. Margaret Dye Ellis and Belle Kearney gave platform night addresses last evening.
T H Newberry of Detroit today took the oath of office as assistant secretary of the navy and assumed the duties of the office in Washington D C on November 1.
Miss Alice Slaughter of Los Angeles sues the estate of Albert J. Bolks in Sioux City Iowa for 5000 damages. The January 1903 event in Bolks home left his wife dead then he killed himself in the best room in the house.
J F Creiger was struck by a Milwaukee train between Gladwin and Conesville Iowa on November 1. He suffered two broken ribs and a broken collar bone but was not severely harmed as the train was traveling slowly. He was taken to his home where he is improving rapidly.
The second district W R C convention will be held in Wilton. Clinton, Ia. reports that the meetings here have been profitable and well attended with good proclamation.
The Interstate Commerce Commission began hearings on private refrigerator car rebates with testimony from J. S. Leach, general manager of Santa Fe refrigerator dispatch, who stated the rebates cannot be broken up. The case targets Atchison Topeka Santa Fe Southern Pacific Armour car lines Santa Fe refrigerator dispatch and American refrigerator transportation company. Washington D C November 1.
Topeka report claims the Mafia of Illinois decreed the killing of C. J. Devlin, appointing an Italian worker from Devlin's mine to carry out the act. Samuel Radges, head of the Topeka bank depositors committee, says the Italian arrived in Topeka soon after Devlin left for Europe, relaying the tale from a Mafia meeting attendee's wife.
Caney Kansas will host a deaf mutes colony led by Edward Schuling. About 50 deaf mutes from Iowa Missouri and Kansas will form the settlement next month. The plan imitates Belgian and Brook Farm models with a communal form of government.
Frank Jeffery a traveling Jew peddler from Chicago fired a 32 caliber bullet into a Cedar Rapids State Normal parlor where Harriet Gunn a kindergarten director and her mother sat reading. He and two Waterloo boys, drunk and threatening with revolvers, were found guilty of rioting and sentenced to twenty five days in the county jail.
W J De Vol president of the First National Bank was attacked and beaten unconscious in a ward adjoining his home in Lebanon Iowa late last night. The assailant fled and remains unidentified. A total reward of 300 dollars offered for information leading to arrest.
Walter Scott a Death Valley miner was thrown from an automobile traveling at fifty miles per hour and severely hurt. Physicians issued bulletins saying he will recover. The accident occurred last night near Los Angeles.
Five hose men were injured in a warehouse fire at the J. M. Fenton Storage company in Philadelphia. Three are listed as seriously hurt as firefighters battled the blaze that destroyed the warehouse.
