Muscatine city council gave the city administrator ordinance its second reading Thursday night with no changes from the first reading. One more reading remains before it becomes effective. The ordinance would place the administrator over most departments, ex-officio city clerk, reporting to mayor and council, with utilities exempt. Alderman Evelyn Schauland notes anticipated applications for city administrator and city engineer roles.
