Ottumwa Iowa March 25 City Physician Hall lifted the diphtheria quarantine on Police Judge Thomas Kirby after he was arrested for breaking quarantine. Kirby told Justice Melick I'm guilty and paid twenty five dollars plus costs. he left the office smiling as he had when entering.
