Russia plans to adopt a Monroe Doctrine style policy for Eastern Europe signaling a regional arrangement to deter influence from outside powers. Officials say it will assert sphere of influence and protect regional stability amid competing alliances.
The St Petersburg paper reports Russia will not permit the United States to force Turkey to pay the ransom demanded by brigands for Miss Stone. It says Russia will issue a Monroe Doctrine for Eastern Europe.
A C R L and P switch engine derailed near the electric light power house on East Front street around midnight during yard work. Crews used block and tackle to lift the locomotive back onto the rails. The engine suffered minor damage. investigators cited a low place on the side track as the likely cause.
A gang of Italians employed on the C R L P line quit after a dispute then returned to their car in the switch yards as the company paid them off. This morning they resumed work and the double track project between this city and Davenport continues smoothly.
In Quincy Illinois Frederick Moecker fatally shot his wife after a separation with drinking troubles. He then tried to shoot his mother in law Mrs. Fannie Roberson and killed himself with a self-inflicted gunshot. Moecker had been allowed in the home after promising good conduct.
The Admiralty announces all hope of locating the British sloop Condor is abandoned and her books closed. The ship, 980 tons with 130 men, left Victoria for Honolulu December 2 and has not been heard from since. Officers and crew are to be paid up to March 17.
In Marshall Ohio County Clark County Republicans meet in mass convention to choose delegates to state and congressional conventions. Benton Miller of Casey, the Hopkins candidate, is nominated for representative by acclamation.
Knoxville Tenn March 18 Senator Hanna has been chosen to represent the striking machinists of the Southern Railway in arbitrating their differences before President Samuel Spencer. An agreement for a peaceful solution of the dispute has been encouraged by President Spencer.
Savannah Missouri March 18 Attorney James W Boyd defense in the murder case of Stewart Fife received an anonymous letter naming a witness who supposedly knows who killed Frank Richardson Boyd said the witness could have crucial evidence but may refuse to testify and the case would hinge on his testimony
Des Moines reports from several National Guard companies show new officers elected. William H. Gubrick is captain of Company PF Algona Forty-second regiment, Charles T. Cotant is second lieutenant of Company PF, Guy H. Baker is second lieutenant of Company H Stuart Fifty-first, J. Newton Edwards is first lieutenant of Company C Glenwood Fifty-first, John H. Hanks is second lieutenant of Company C Fifty-first, and Arthur B. Evans is first lieutenant of the same company.
Injunction proceedings were started in Chicago against the general counsel for all railroads entering Chicago and Kansas City to stop aiding pooling agreements and fixing discriminating rates in violation of the Sherman anti trust law. Similar action will be taken in Kansas City tomorrow.
General Nelson A Miles proposed a bloodless pacification of the Philippines to Secretary Root and the president. Roosevelt and Root rejected it. His scheme included sending six Cubans and six Porto Ricans to the islands to converse with Filipinos and bringing prominent Filipinos to the United States to study American institutions.
London reported General Kitchener's war office note confirming the capture of Commandant Emmett, who led Boer forces in the Fort Italia fight. The engagement near Ngothi Basin left four Boers dead and six wounded, with Captured Commandant Behren and wounded Commandant Gellitrs among others. Since the 10th, Boer losses totaled 11 killed, 7 wounded, 126 surrendered.
John Murrell, ex alderman, failed to appear as his bribery case opened in St Louis court. His bond was forfeited. Circuit attorney warned that other indicted individuals may vanish and that substantial funds will be used to delay trials.
Ottawa reports the Dominion government and William Marconi have reached a satisfactory agreement to establish a wireless telegraph station at Cape Breton. The contract will be signed soon and Marconi will travel to select the site for a high power station. Wireless links to Great Britain are expected by early next June.

In Washington on March 18 the senate finance committee voted to report favorably the house bill repealing all war taxes. A few minor amendments were adopted that do not change the bill’s effect. The report is not expected before next week.
Edward Rector a well known farmer living three miles west of Ottumwa was badly injured when a circular saw burst sending a flying fragment that half severed his hand. He died from the injuries later.
Three year old Alice Adams daughter of Henry C Adams died four hours after her clothing ignited from playing near a bonfire in Iowa Falls on March 18. Her death followed the burn injuries sustained when she fell into the blaze.
Jacob Freymoyer, 74, a longtime Wilton resident, died suddenly Monday morning after a period of poor health. His wife found him on the floor in the early hours. his body was still warm. The funeral is set for Wednesday at 2 p.m. at Grace Reform Church.
Washington March 18 Willis Van Devanter of Wyoming is seen as the likely successor to Hitchcock as secretary of the interior. He is now assistant attorney general for the interior and considered the president's first choice. Roosevelt has not publicly confirmed a selection though senators expect Hitchcock's resignation soon.
Granville Shepp former chief of the Muncie fire department was shot in a Montpelier saloon by Clarence Baden after Shepp ejected him. The bullet entered beside the nose and exited through the mouth. Baden surrendered and was held for safety.
Des Moines Iowa March 18 the state executive council directed the attorney general to sue former state binder Lafayette Young to recover 4600 dollars alleged by experts to have been overcharged during the last two years of his six year term.
March 18 Des Moines Iowa Rep resentative Buchanan from Wapelio county introduced a resolution in the house to adjourn the Twenty-ninth General Assembly at noon on April 5. The measure carried over under the rules and a senate version is expected. A final adjournment date is likely.
Four Italians, Barney Raimi Vincent Taro William Lingi and Ernest Cito, attempted a midnight river crossing at Spring Valley Illinois. The skiff capsized in midstream and Cito drowned though the others were rescued. The body has not been recovered.
In Creston Iowa on March 18 a gambling quarrel left John Jackson with a dangerous knife wound across the face and John Robinson with a bullet wound in the left hip. A stray bullet from Robinson's gun killed Ollie Ohlschatager a newsboy not involved.
The Senate approved the ship subsidy bill by a 42 to 31 vote after a long debate. Amendments limited contract operation to July 1 1920 and annual subsidies to 8 million dollars. No foreign built ships to participate and foreign registry barred. Morgan Leyland line provisions added.
East Liverpool March 18 Colonel John N. Taylor a leading local manufacturer received an anonymous letter threatening his assassination unless he concealed 5000 dollars in a specified hiding place. The note gave twenty four hours to deliver the money and he turned the letter to Pittsburgh detectives for investigation.
Willard Smith aged 26 was shot outside a Fillery Nebraska church as he took a money package from the vestibule. Four men hidden in the church attempted to capture the alleged blackmailer after a ransom note threatened arson and cattle poisoning. Smith, son of wealthy parents, died at the scene.
On March 18 in Newton Iowa an intruder tried to rob the home of Rev John Ferguson pastor of the United Presbyterian Church. The maid found a chloroform soaked handkerchief over Mrs Ferguson's face. Entry likely gained through an unlocked door with the intruder hiding in the study. few valuables stolen.
