Rail official warns locks need repair or expansion
Fritz Dowling of Missouri Pacific Railroad says all 25 Mississippi River locks and seven Illinois River locks require repair or expansion at an estimated 15 to 20 billion dollars. He calls the Lock and Dam 36 reconstruction a small part of a much larger plan that would deepen the river to 12 feet, boosting tonnage while railroads oppose the Alton project as subsidized competition.
