Governor Carroll Defines Iowa System Difference
Governor Carroll of Iowa says the new plan differs from the old system mainly by present leaders being “bossy bosses.” He denied changes aimed at blocking national committee instruction or appeasing progressive states. Marshall Stimson of California pressed for state control over how representatives sit on the national committee, offering three similar amendments, all defeated. The convention rules will apply now, but changes to the national committee section await the new committee’s naming.
