The city council set a public hearing for July 21 at 7 p.m. on the 1965 permanent paving program funded partly by special assessments. Residents along Leroy and Roscoe oppose the crossbow connector from Park Avenue to West Eighth, while developers back the broader project. The plan includes paving on Whicher, Clay, Roscoe, Spring, Climer, Colorado and Linn streets among others, with real estate developments tied to several segments.

The Weed Park Zoo in Muscatine received a federally loaned golden eagle from Squaw Creek game reserve in Mound City Missouri. Zoo Superintendent John Flinchpaugh explains the bird remains government property, requires proper care, a signed cage label, and cannot be owned by individual zoos. The eagle, scarce and housed with an ocelot, lifts the zoo to about 185 specimens, aiming to expand further with funds.
