South Muscatine shellers and fishermen face strict motor boat regulations, with most boats under 25 feet. Many have neglected required equipment, though some laws are simpler than expected and boats often operate before sunset, reducing the need for lights. A bucket of sand and salt labeled Usa Only in Case of Fire is suggested as a makeshift extinguisher to improve safety and compliance.
