Discouraging Shoplifting Moves Studied in Muscatine

A Muscatine Community College sociology student Gail Oberhoffer led a year long survey detailing shoplifting by juveniles in Muscatine. Merchants report methods including early parental contact, prosecution when needed, and store driven investigations. Loss estimates range from 10,000 yearly to 600 yearly in other stores with ages 16 to 19 most involved. The report cites a new Iowa law allowing detention for bag checks and recommends three action steps including information exchange, youth education, and visible warning signs to deter theft.
