Davenport teen Ronda Frogley, 19, Miss Scott County, won the Miss Iowa 1978 title after a week of local pageant winners competed in Davenport. Second runner-up Peggy Lynn Napополous, Miss Muscatine County, won the swimsuit prelim and showcased a jazz ballet talent in a white leotard with a lace tunic.
Four thefts and one burglary were reported over the weekend. Items included a color TV valued at 315 dollars, seven dollars in change, a pocketbook with credit cards, two tires and a gas cap from a garage, a CB radio valued at 150 dollars, a large diamond ring, and two bicycles. A vandalism incident left a water main running in a home. Three accidents, none with citations, involved drivers aged 19 to 78.
The Musser Public Library hosts Hobby Hour at 7 tonight focusing on marionettes. Open to all youngsters in sixth grade or higher. Weather forecast Wed to Fri shows fair with possible thundershowers Wednesday and clearing Thursday and Friday, with temperatures in the upper 70s to low 80s.
A Muscatine County District Court judge ruled that Wayne A. McDaniel must file an affidavit of financial condition if he formally seeks court‑appointed counsel for his appeal after his drug delivery conviction. The ruling came after a May 28 motion by Harold A. Young. McDaniel, 55, was convicted Sept. 19 on three counts of delivering drugs to Barbara Edington, with fines and prison terms set to run concurrently.
A Muscatine woman, Deryk M. Battey, 52, escaped serious injury after her car rolled over twice and landed upside down in about two inches of water along U.S. 61 two miles north of Wapello on Saturday afternoon. She was rescued by passing motorist Ray Roberts and others, then released from Muscatine General Hospital with bruises and a cut to the head.

Leslie Duggleby daughter of Mr and Mrs Richard Duggleby from Pinefield Avenue is on a five week tour of Europe as a dancer with the University of Iowa Scottish Highlanders. The group has performed in Scotland and now tours England the Netherlands Germany Austria Italy Switzerland and France.
William 5 Robertson of Muscatine has won a $12,069 contract to build a disabled persons ramp and repair the loading dock at the Muscatine post office. The project, to be finished in 90 days, drew two other bidders. The ramp will be built from the rear street level to improve access for wheel chair users.
