NASA officials report Gemini 4 mission readiness as James McDivitt and Edward White prepare for a four day, two orbit flight. Countdown begins, booster proximity hopes, and flexible flight plan discussed amid final medical exams and weather favorable conditions.
In South Viet Nam several American air losses are reported. Two U.S. Navy planes from the carrier Midway were downed near a radar site south of Hanoi with one crew believed dead. In Pleiku area fighting leaves two Americans dead and many wounded as Viet Cong attacks continue. Marine patrols near Chu Lai kill dozens of Viet Cong with heavy American losses reported elsewhere. The day includes strikes on bridges and rail lines as Midway aircraft support operations.
In Des Moines the Iowa Senate approved the House version of a permanent reapportionment plan on its third vote and moved forward the accompanying constitutional amendment. The tally was 31 to 18 with 30 Democrats and Republican Tom Riley of Cedar Rapids supporting the measure.
The Dominican junta urged soon elections under OAS oversight in a divided nation. It said parties recognized by the Central Electoral Board could run, potentially including exiled ex-president Juan Bosch. Junta leader Antonio Imbert Barrera spoke with U.S. envoy Bennett and OAS chief Mora. President Johnson outlined U.S. aim for a broadly based government free of extremists.
Ebony magazine reports that Edward Dwight Jr., America's first and only Negro astronaut, was reportedly dropped from NASA for further training. NASA denies naming applicants. Ebony cites the claim Dwight has been reassigned to Wright-Patterson AFB after years away from Cape Kennedy.
The Iowa House stalled the Mansion Money Act, failing to reach a constitutional 63 percent majority after adopting a Senate amendment that limited construction to a new governor's mansion. Rep. C. E. Hutchins noted Gov. Harold Hughes said he would not occupy the mansion, casting doubt on the measure’s timing.
In St Paul Minnesota AP report a trailer truck carrying over 1000 cases of liquor was stolen. The shipment originated in Plattsfield Iowa and was en route to a firm. The loss was discovered on Tuesday after the weekend.
In DES MOINES AP reports the measure requiring every public school district to offer driver training for students returned to the House with Senate amendments. The Senate clarified districts need not provide the training directly if they arrange it another way.
DES MOINES AP reports an appropriation of 6 million dollars won House approval to start construction of a statewide system of area vocational technical schools and junior colleges today.
Rome marks 19th anniversary of the Italian Republic with the largest postwar parade. Armored cars tanks and Nike Hercules and Hawk missiles featured in the ceremony. Queen Elizabeth II celebrates the 12th anniversary of her coronation in London today.

Des Moines AP reports Iowa lawmakers approve a wage withholding plan to finance a 265 million dollar annual budget and capital projects. The bill, backed by Gov Harold Hughes, starts January 7 1966 and requires monthly remittance of withheld wages. A windfall sales tax measure is in conference to finalize the next biennium funding.
