The United States Britain and France reaffirmed war won rights and access to West Berlin amid Khrushchev's Vienna notes. They warned a separate Soviet East German peace would threaten Western garrisons and corridors, with 111,000 troops remaining in Berlin.
Western foreign ministers including Rusk may meet in Paris next month to discuss a joint Berlin strategy amid rising tensions. The effort aims to review the Berlin crisis and craft a unified approach to deter Soviet pressure, with Republicans signaling support for a strong U S stance.
West Berlin Mayor Willy Brandt called on Chancellor Konrad Adenauer for bipartisan talks to safeguard Berlin from Communist action. Brandt, a Socialist, seeks to replace Adenauer in the September 17 West German election and proposes co-operation on self determination, free elections, and disarmament. A refugee surge from East Germany brought about 4,000 new arrivals to West Berlin.
State police skindivers hunted a narrow limestone cavern near here for two explorers trapped overnight by a sudden flash flood. Ralph S. Moreland, 95, of Knox, and Tom Arnold, 99, of Peru, had not been heard since 3 p m Sunday after entering the passage. A foot of water covered the cave mouth this morning and the entrance was buried under as much as 16 feet of flood. The sergeant said, Officially they're not dead yet. We're still hoping.
Ty Cobb, famed Georgia Peach and former Detroit star, died today after years battling diabetes bursitis and a back injury from a hunting accident in Idaho. His 24 year major league career included 22 seasons with Detroit. He managed the Tigers for six years and ended his career in 1928 with the Philadelphia Athletics.

Government troops struck the rebel stronghold southwest of Saigon in a three hour clash in the Plaine des Jones area about sixty miles from the capital. Authorities reported 187 Viet Cong dead, hundreds fled toward the Cambodian border, while government losses stood at 12 dead and around 60 wounded. President Ngo Dinh Diem’s forces pushed rebels in offensive mop up work amid the ongoing war.
Tipton born Ernest Mitchell 38, owner of a 160 acre farm south of Tipton, killed in a Sunday crash five miles south of Tipton. Injured were Rebecca Hill 40 of Davenport in Mercy hospital Davenport and Cawiezell family of Tipton. Ernest Mitchell's body taken to Sheels and Dahl funeral home. Survived by parents Elmer and Mrs. Mitchell and three brothers.
Reports from Washington say President Kennedy may call several Army Reserve divisions to active duty to show national will amid the Berlin crisis. In Muscatine, the local Reserve unit, Supply and Maintenance platoon of Headquarters Company 03rd Division, 55 enlisted men and 3 officers, awaits word. Capt. Walter Rada says no official notice has been received. reserve calls normally require 20 days but can be shorter. Other officers include Capt. Charles A. McBride and Warrant Officer Jess Long. unit summer drill is planned for August. Meanwhile Camp Dodge hosts Company A 224th Engineer Battalion for two weeks of summer field training. Moscow reports U S and Soviet disarmament talks begin second round with Pravda editorial doubts on success.

A police task force of 250 led by Capt. James Hackett arrested seven white youths on disorderly conduct charges during a clash with a mixed group of about 175 Integration demonstrators on a South Side Lake Michigan beach. One teenager was felled by a baton blow amid a tense crowd as officers dispersed the unlawful assembly with a loudspeaker warning.
