Des Moines reports Governor B F Carroll vetoed the Oregon primary plan bill, calling it an unconstitutional evasion and an indirect attempt to bypass the constitutional method for electing U S senators. The legislature planned to reconvene to consider overriding the veto.
Penfield, president of the Kelley Bank of Kelley Iowa, was captured at Watertown South Dakota and will be returned to Kelley to face Story County charges. The bank closed after a rumor of his departure, with depositors estimating a 5202,000 shortage. Mrs Penfield, ill from shock, reportedly received a note saying he would not return. Separately in Charles City developments raise suspicion that Nora Springs banker J G Cutter was murdered in a Milwaukee station robbery case.
Albert H Sutherland theatrical manager and husband of actress Julia Ring was found dead in his New York home this morning. He was about 50 years old and widely known in New York and Europe.
Washington reports protest from Port au Prince over wholesale executions of political prisoners amid revolution. State Department urged Haitian authorities to pursue a more restrained approach after two versions of the killings emerged. Officials noted fear, disrupted business, and many educated Haitians in jail or hiding.
Boston Mass 21. Announcement says former Navy Secretary John D Long has been retained to represent in Massachusetts courts the interests of George W Glover of Lead S B and Dr Mbeneser Jd Master Eddy of Waterbury Vermont sons of the late Mrs Mary Baker G Eddy founder of the Christian Scientist church. He will cooperate with Wm K Chandler of New Hampshire challenging Mrs Eddy s will powers over a 2 000 000 residuary estate as alleged by the church acting through New Hampshire counsel.
Washington Feb 21 The Ocean mail subsidy bill, already passed by the Senate, was favorably reported by the House Post Offices Committee 7 to 6 with amendments restricting subsidies to South America and Australia, omitting trans Pacific lines and negating China, Japan and the Philippines. Two new battleships approved 139 to 114. Hobson plan for three ships failed 161 to 9. Underwood warns of possible navy-corporation collusion. Pearce calls for full investigation if graft exists.
Washington Feb 21 Senator Beveridge argued against Lorimer retaining his seat and urged vacating the seat. Senate to vote tomorrow at end of Lorimer's speech as Burrows would press the measure if no other speakers. Beveridge attacked the Illinois election's validity, citing bribery and forgery claims and urging judges to weigh merits over rhetoric.
The Brotherhood of America begins its fourth national convention in St. Louis with an executive council session. Delegates from four branches attend. William J. Bryan is slated to speak tomorrow night and Governor Charles J. Osborn, of Michigan, on Thursday night. Special trains bring delegates from New York Chicago and the West.
San Francisco February 21 Frank C Avery was arrested by postal inspector C P Johnson of Kansas City on a charge of using the mails to defraud tied to a Kansas City railroad scheme.
Annette Granshaw, a Parisian, testifies in New York Supreme Court that William Walling sent romance filled postcards from Paris and Europe in 1906. She says he proposed multiple times while courting and planned to take her to London to learn English before marriage.
Des Moines Iowa March 21 Eight hundred hardware men and one hundred lumbermen gather for joint conventions. Hardware group holds first program this afternoon and plans action against the process post. Lumbermen have sat in session all day. The Hoos will stage a concatenation tonight.
Weather notes indicate colder conditions in the east and northwest warming later. Strong winds ease tonight into Wednesday with continued cold from Missouri to South Dakota. Sunrise is 6:36 and sunset 3:50 with moonrise at 1:19 a.m.
Danville Feb 4 Woodyard foreman of Vermilion county grand jury probing vote selling showed improvement after grippe threaten pneumonia. Doctors expect he can resume duties next Monday as indictments prepared by state attorney general will be voted. Also noted Senate Stanton C Pemberton and ex Rep Joseph C Clark case for conspiracy over furniture contract reset for March 6 before Judge Thompson. third trial after two earlier disclosures and a death disrupted proceedings.
Pittsburg Pennsylvania February 21 The street car workers union plans a meeting tonight to decide if a strike will be called over the October dismissal of 139 shop employees at a local car barn. The union says the firings were for union affiliation and must be reinstated, while the company cites slack work as the cause.
The west bound Rock Island fast mail left the track four miles north of Grinnell Iowa at dawn today. No injuries reported as smoker mail and baggage cars overturned on the embankment. Engine led the derailment but ran along the right of way before stopping. Names of conductor and engineer not learned.
Former State Senator Frank J. Gardner faces defense arguments after prosecutors alleged he attempted to bribe Congressman Otto G. Moelker in 1908 to vote against anti race track betting legislation. Witnesses described offers and a train carry of money for Albany efforts. Gardner and his counsel plan to call New York City chamberlain Charles H. Hyde and others tied to the fundraising meeting.
Theodore Roosevelt arrived in Chicago for a busy day including two receptions and an address at the Harvard club fifty fourth annual banquet. A review of the boy scouts and four speeches are on the program for tomorrow.
Rome February 21 The pope resumed his audiences today after fully recovering from the recent influenza illness. He appeared calm and greeted attendees as doctors reported steady improvement in his health and strength.
An agricultural hearing before a Senate committee heard Ex-Governor N. J. Bachelder and a coalition of Grange representatives from multiple states oppose the Canada reciprocity agreement. They argued free trade hurts farmers, with witnesses supported by Senators in cross examination. Carter of Montana predicted the pact would pass the Senate while Taft noted broader tariff discussions and possible revisions by Underwood if an extra session occurs.
King George held the first levee of his reign at St James Palace with attendees mainly from diplomacy and official circles. Secretary Phillips and other American embassy members in town attended, but no other Americans presented.
