In Des Moines Iowa on February 13 the House debated the McAllister bill to fix a penalty for Memorial Day desecration. Amendments sought limited punishment to 30 days. an effort to send the bill to judiciary failed. The Senate approved a constitutional convention call and the Jones bill banning remarriage for one year after divorce.
President Robert C. Clowry announces a 10 percent pay increase for telegraph operators at principal offices nationwide in a letter to general superintendents in New York Chicago San Francisco and Atlanta.
Olean New York reports the death at 8 49 PM of former Governor Frank W Higgins aged 68 He had a long political career including four NY Senate terms and a 1905 governorship He was a prosperous businessman with interests in banking glass works and lumbering across several states and regions
Off Block Island Rhode Island February 13 1910 the steamer Larchmont disaster leaves about 128 aboard known 19 survived 98 missing among the dead listed are James G Harrison Jasper Hest Zadmus George Smith Erik Nelson Moses Fountain Harry Apple and others a partial missing list follows with numerous Providence Worcester and New York names and several Salvation Army affiliates among the passengers and crew.

Riverlop Wyoming February 13 A committee of widows allies runs Chinese laundrymen out of Riverton. The widows syndicate made their living by taking in washing and the group used pressure to expel the competition. No violence occurred as the Chinese fled in fear.

Juror Bolton received time to visit his ailing wife as a trial was postponed due to the illness. Local reports say the juror's wife is very ill and the delay continues while he returns home.
The Thaw trial paused due to juror Bolton's illness with pneumonia and resumed after he returned with two court officers. Alienist Dr Evans testified on Thaw's mental state, saying Thaw did not know right from wrong when he killed Stanford White and had improved steadily since August.
Washington February 13 Representative Lorimer of Chicago introduced a bill to interpret the anti-pass paragraph of the railroad rate law so that passes may be granted to any person holding salaries in a bona fide railroad employes association union or brotherhood who was a railroad employee at the time of election or appointment. The measure would alter current restrictions that bar passes for railroad officers while retaining their rolls without wages and allow restoration to their positions after they cease to be officers.
Over 300 delegates attend the Illinois Retail Merchants association meeting in Peoria. They expect decisive action against mail order houses and favor aligning state pure food law with the national standard. Solomon Westerfield of Chicago is slated for next presidency. George E. Green of Peoria is expected to be re elected state secretary. The convention runs two days.

Mrs Belle Ott wife of John Ott a Cripple Creek mine worker was committed to Teller county jail by Judge Thomas for persistent absence from home and neglect of husband and children after a court order forced her to return. The judge says she must stay until she obeys the order.
Benjamin Runkel, a former Salvation Army captain, was shot by Marshal C. McClain in Marion Ohio after threatening to kill his wife and attempting to flee while being escorted to the village prison. He had been fined 100 dollars and sentenced to a month in the Columbus workhouse prior to the shooting.
Milwaukee fire chief Thomas A. Clancy faces a Wednesday trial on perjury charges linked to grand jury testimony. He allegedly swore he knew little about a $509 department fund used to push a bill to improve the fire department.
