Muscatine counties The open house was arranged by trustees of the district and the U S Corps of Engineers to running from the Mississippi river levee to high land back a distance from the river The big construction project was under the direction of the Corps of Engineers The flank levee was originally built in April 1965 on an emergency ba sis to protect the district from record levels of water
