Vatican City AP reports Pope Paul VI granted a year end exception allowing Roman Catholics to eat meat on the Fridays before Christmas and New Year. The move signals no revision of abstinence rules before next year despite expectations of a broader church policy update.
Two women solo pilots depart Hillsboro Oregon in light twin engine planes bound for Australia. Rosalind Merrifield of Sydney and Betty Faux of Santa Monica Calif head the voyage toward the Pacific while being joined by Peter Ahrens of Australia in a companion craft. They will deliver the planes to a rental service from Oregon.
The state board approved a tri county vocational technical district spanning Muscatine Scott and Clinton counties with border areas in Cedar Louisa and Jackson counties. Sites were approved in Muscatine Clinton and Davenport with others in Cedar and Louisa counties. The Jackson area remained with the Sabula Miles district and eastern Cedar County joined the tri county program. A board will be elected to run the program as state funds support initial facilities and operations until local taxes cover ongoing costs.

London AP reports the River Thames swelled, nearly flooding the House of Commons as MPs debated. Labour MP Tom Driberg warned the level was within inches of the terraces before the tide receded at Victoria Embankment, dropping roughly two feet in minutes.
U S Marines launched a three day operation to trap Viet Cong in their rice plain stronghold between Da Nang and Chu Lai. Helicopter airlifted units joined ground forces from Valley Forge carrier, engaging guerrilla groups and securing light American casualties. Air and naval strikes targeted bunkers and gun emplacements as propaganda leaflets flew over the region.
