Exemptions for Churches and the church-state relation
Harvey Allbee spoke at the Rotary about tax exemptions for church property used for non profit purposes. He traced exemptions to colonial times and a constitutional amendment separating church and state. He noted parochial schools lessen education costs while governments have assumed duties once handled by churches. Also, churches sometimes aid governments on tax exempt properties, fire and police costs, and members discussed community contributions. Dr. Vincent Graettinger joined the club as a new member. Bob Fiedler spoke on impressions of club activities as a student at Community College. Robert Fairbanks John Weigall and Don Carver led a fundraiser for the Salvation Army Christmas program.

Levee Commission Approves River Park on Muscatine Island
The Muscatine Levee Improvement Commission said the east area and the small boat harbor will become a public park with a roadway and lights. After three years of seeking industrial use, officials chose park status due to flood risks and river access constraints. The site will feature a 1200 foot roadway for river views and remains the only city owned ground on the Mississippi reachable by car. The river wall cannot be lowered because of floods. The Corps of Engineers is revising the harbor’s open end, with plans due next year.
