Dewey Endorses Steady Naval Build Up Policy
Admiral Dewey and the Navy General Board urge a sustained naval expansion beyond 1920 with four battleships six destroyers and six submarines this year to reinforce national policies including the Monroe Doctrine open door in the Far East and exclusive control of the Panama Canal waters. They warn political swings should not derail a long term plan noting current ships would shift from reserve to active status and call for a bipartisan, consistent program.
