Frontline reports show German observation balloons over the border as Warsaw braces for possible conflict. Polish frontier guards face repeated attacks while rail air and road links to Germany are largely halted. Poland seeks direct negotiation with Germany and mediating help from the United States.
Premier Daladier drafts a second note to Hitler to keep negotiations open and avert war. France imposes a wartime censorship decree on publications and newsreels, bans lighted signs, and mobilizes about 3 million men across the empire as Paris shutters windows and extends police controls.
Rome reports Fascists say Premier Mussolini is ready to lend his good offices to European settlement but warns Britain and France must satisfy Germany and Italy’s needs. Virginio Gayda notes Mussolini alone cannot perform miracles and calls for responsible, goodwill actors to listen to his words. The states seek Duce direct intervention to avert war amid fading hopes from the London Berlin exchanges. Mussolini remains active, stressing understanding, cooperation, and reform of injustices in Europe.
The Polish consulate in New York announced Poles and Polish-Americans have sent just over 1 million dollars to a national defense fund. Citizens organized the drive through fraternal groups and Polish newspapers, and the response was immediate.
President Roosevelt may call reporters if Europe situation worsens. Officials say he would invoke the neutrality law and urge Congress to revise it to allow arms sales on a cash and carry basis. Roosevelt stayed at the White House studying state department dispatches and delaying plans to travel to Hyde Park.
Mrs. Appie E Timberlake 76 of rural route 5 died at 5 p m Saturday at home after a two year illness. Born Jan 29 1863 in Pennsylvania she lived on route 5 for three and a half years and previously in Muscatine 17 years. Survived by husband Arthur D Timberlake and son Arthur FE Timberlake both of Muscatine route 5. Funeral Tuesday at 2 pm Hoffmann Funeral church with Rev D R Anderson officiating burial in Memorial Park cemetery.
Margaret Elizabeth Harter of 904 1-2 East Eighth street died Saturday night at Bellevue hospital. The body is at Meyers Funeral Home. Rites are set for 1 30 p m Wednesday at Meyers Funeral Home and 2 p m Wednesday at the Latter Day Saints church.
Pupils returned home across seven Porter Township schools at the start of the fall term as teachers said no classes would begin until back pay in full was received. Principal E. A. Keiser directed about a thousand students to wait for word on a restart.
Berlin reports indicate Adolf Hitler would welcome a mediator like Premier Mussolini as battles over Danzig and the Polish corridor escalate. German demands, including other adjustments, were outlined as he rejected direct talks with Warsaw and urged patience from Daladier while noting Macedonia style front conditions. Charles Deck about 65 of Wyaconda Missouri died at 10 30 a m Sunday at Bellevue hospital after a 24 hour illness. He had been in Muscatine two weeks and worked picking tomatoes for Schwedel planting. He was taken to the hospital Saturday noon. A brother C O Deck in Wyaconda survives. Body at Fairbanks Home for Funerals with arrangements to be announced later.
Britain’s ambassador Sir Nevile Henderson carried a note to Berlin stating London would back Poland if attacked. The note urged removal of threats of force as a first step and awaited a reply from Hitler, delaying decisive moves until at least Tuesday.
AP dispatches report a partial blackout ordered for French coastal cities, Dutch mobilization to 400000, US lines to omit German port stops, and Strasbourg frontier closure. Britain tightens defenses while planning for possible war negotiations. France audits censorship and evacuates millions of London schoolchildren.
Mrs. Salina Detrick aged 84 died at 10 a m at the home of her daughter in Muscatine after about four weeks illness with complications. She was born July 12 1855 near New London and lived in Mt Pleasant and Muscatine. Survived by three daughters two sons twenty three grandchildren fourteen great grandchildren. Body at Ralph J Wittich Funeral home with burial at Mt Pleasant and further arrangements to follow.
Partly cloudy to cloudy conditions with possible scattered showers in extreme west and extreme north central areas tonight and tomorrow. Warmer in the east tonight, cooler in the west and north central tomorrow, with Illinois seeing partly cloudy skies tonight and Tuesday and a slight temperature rise in the north. Mississippi River stages show Davenport at 3.1 feet (rise 0.1) and Keokuk at 1.5 feet (rise 0.1). Forecast covers Davenport Rock Island Moline and vicinity with partly cloudy tonight and Tuesday and warmer conditions tonight.
Paris authorities begin broad censorship of telegrams and radio messages from all nationalities. Censorship offices set up at the Hotel Continental with army officers and foreign ministry attache desks supervising lines. A decree dated July 29 places the effort under author Jean Geraudoux.
