Vernon Verstraete, director of parks and recreation at Kewanee Illinois, spoke to Muscatine’s Kiwanis club about his city’s park system seen as one of the nation’s finest. He noted a $167000 budget funded by taxes, trusts and earnings, 48 employees, an 18 hole golf course, a large pool and a 3 acre fishing lagoon used for skating. The system employs 12 to 15 summer staff and Kewanee ranks fifth in park space per capita.
