President Roosevelt signed the Hatch bill regulating political activity by most federal job holders and sent a special message to Congress explaining how constitutional questions were resolved in the bill’s favor. He urged careful administration to protect free speech and prevent rights infringement.
A half dozen congressional investigations were set to begin as the adjournment gavel fell. House actions authorized studies include the labor relations board and tax structure changes, plus the Dies committee on unAmerican activities. The federal monopoly inquiry continues into its second year with Senate and executive officials.
Cynthia A. Earl 92 longtime Muscatine resident died at 1315 Oregon Street at 4 25 p m Tuesday after a 13 week illness. Born March 22 1847 in New York state she lived in Michigan early life and married Henry Earl in 1868. Surviving are daughters Minnie Rouse Chicago Flossie Seiler Muscatine son James H Earl El Centro Calif sister Nellie Davidson Michigan 13 grandchildren 19 great grandchildren. Funeral at Hoffman Church officiated by Rev Fay Marriott with burial Greenwood Cemetery.

In Cleveland CIO UAW protests a 500 yard strike zone around Fisher body plant amid earlier hospital cases. Green Mountain dam deputies clash with locals while at Detroit police guard non-strikers after brick and pipe attacks. Massachusetts National Guard patrols Barre Wool Co amid ongoing AFL union action.
Fred White of the state highway commission announced that right of way plans for primary road No. 22 west of Muscatine are completed and engineering teams are pursuing ground acquisition. The project will include grading, drainage, and a Cedar River bridge with five 150 foot truss spans and two 50 foot approaches, totaling 950 feet. Bids will follow once rights of way are secured and plans finish.
A combined passenger and express car of the Milwaukee Road on the Southwest Limited was wrecked by fire near Rathbun Iowa. The steel car carried express baggage and air conditioning and was detached after a three hour delay with no injuries. Fire likely started from defective wiring and was detected as smoke emerged from ventilators.
Five year old Margaret Toillion of Eagle Grove is in serious condition in a Fort Dodge hospital with an infection after being bitten by a rat she picked up thinking it was dead. Parents are Mr. and Mrs. Harlan D Toilion.
White House officials expect the president to wait until Congress adjourns to name a new secretary of the Navy. Speculation centers on Charles Edison and Missouri Governor Lloyd Stark as leading candidates. Francis B. Sayre’s successor as assistant secretary of state is expected soon after Sayre becomes high commissioner to the Philippines.
Attorney Robert S. Jackson, 25 years in Muscatine practice, was appointed by the Iowa supreme court to the state board of law examiners. He fills the vacancy caused by the death of Atty J A Devitt of Oskaloosa. Jackson, Iowa University Law School graduate, began practice with his father Judge D V Jackson.
Muscatine and several Iowa towns recorded varied rainfall amounts with Dubuque and Keokuk still noting rain this morning. Temperatures cooled from Tuesday’s mid ninety highs to around 84 at noon with several areas near normal as western drought persisted impacting corn prospects while cotton crops saw some damage in drier western sections.
Des Moines report says the state executive council will sell the 1935 Cadillac used by former Gov Nelson Kraschel as his official car for two years. The vehicle has sat in storage since January when a policy barred elected officials from personal use of state owned cars. Fourteen other state cars under the ban will be sold later.
Washington AP report says the presidents wage hour bill was defeated by house insurgents triggering a rush to adjourn seven months into the session. Representative Rayburn of Texas signaled possible votes on wage hour amendments as administration forces oppose changes. Roosevelt criticized the defeat but argued taxpayers and the unemployed would bear the cost.
New York markets climbed from an initial wavering start as traders reassessed the administration defeat on the lead-spend bill. Some shares recovered early losses and advanced amid a broad buying surge, turning losses into gains for many issues.
President Roosevelt said the relief and lending measures cannot be revived this congressional session and indicated doubt about a reconvened session next January. The House shelved the $800 million housing bill and debated wage hour changes as a deficiency bill moved forward. A Senate-House Social Security revision remained deadlocked. The lending bill failed 146 to 47 with 163 Democrats voting for, two progressives, and one American laborite for. Rayburn urged consideration of the president’s program as Republicans hailed reduced federal spending. Iowa representatives largely remained party aligned.
The United States protested to Japan over seven assaults on Americans in Hankow and related anti-foreign unrest tied to anti-British activity in China. Eugene Dooman submitted the protest, warning that anti-British moves may have broadened into general anti-foreign sentiment as tensions with Britain over Tientsin and Chiang Kai-shek currency complicate talks.

The House debate on Roosevelt's lending bill featured Democrat Jacobsen voting for consideration while Harrington was not listed. All Republicans opposed the measure, with Gwynne Dowell Gilchrist Jensen Le compte Martin and Talle voting against.
Decatur Illinois brothers Hunter Moody 25 and Humphrey Moody 20 pushed their light airplane endurance record beyond 219 hours to 220 hours at 6 43 p m CST Tuesday night. They may target the 653 hour large plane record held by Al and Fred Keys, needing another 17 days, eight hours in air.
