Relatives in this city learned of the death of Dave Foreman of East St Louis who died Saturday morning in the Missouri Pacific Hospital. Funeral services were held at 1 30 this afternoon in East St Louis. Survivors include two sisters Mrs Alfred Carter and Mrs Frank Ingram both of Mt Vernon.
Villanova University psychologist Dr. Frank C.J. Metuurk told US News & Works Report that tests show Negroes as a group have less educational capacity than whites. He asserted the finding repeats and emphasizes needing factual discussion over emotion in race differences.

Four armed mental patients fled Beatty Memorial Hospital in Westville, Indiana, after forcing two attendants and a milkman into a refrigeration room. They escaped in the milkman’s truck, led by Gerald Needoff who worked in the kitchen. Police issued a state wide alert with roadblocks and a search by plane. this followed a similar escape from the same hospital a week earlier. The four fugitives are John Clark Mishawaka William Thompson Munice Gerald Jessup Indianapolis and Charles Needoff Indianapolis.
Peoria boat rental operator John J. Kelly, 80, was found shot to death Sunday night at his boat shack on the Illinois River. Alfred Ivey, 41, and Lucille Watson, 48, both of Peoria, were detained for questioning with Allen P. Lamay, 50, saying Ivey confessed to killing Kelly and Lamay later turned in a loaded gun. Ivey denied the slaying but admitted anger over alleged attentions to Watson. The victim was shot in the forehead at close range.
Fifteen Russian sea captains arrived in Egypt to train as Suez Canal pilots amid vacancies after Western experts resigned. A government spokesman said the canal operates efficiently despite the piloting staff shrinking from 146 to about half as a result of the walkout.
Four teenage boys were held today on charges of petty larceny in two cases. They allegedly took items from Keele's Market at 407 South 26th and from a dairy products concern in the 2200 block of College. Hearings on delinquency charges will be held.
Funeral services will be held Tuesday for 11 year old Tommy Joe Owens who died Saturday of burns suffered Sept. 2 when he and an older brother poured gasoline on a rubbish fire. He was the son of Mr. and Mrs. A. E. Owens of Harrisburg.
Eight people perished in a Sunday night crash on a Florida road near Lake Wales. A lone, gravely injured survivor, a young Black boy, was taken to Orlando General Hospital. Police identified two cars involved, one bent into a half moon. Names released include Airman Leonard Johnson and Frank E. Gann, both 28, of Winter Haven and Eloise respectively. The other victims were Lonnie Stevenson 56 his wife Altha 42 Erlene Stevenson 17 B. J. 4 Ruby Lee 6 and an unidentified woman. Johnson was driving at high speed and could not navigate the curve where the collision occurred three miles west of the town.
Two dram shop suits filed in circuit court seek a total of $50,000 in damages from Oasis Tavern and Jet Tavern proprietors. One suit names Marvene Guymon as administrator for Ray E. Guymon and his two minor children claiming a fatal crash after Mabry allegedly bought liquor on September 15, 1955. The other suit, by Virgil Dycus and his minor children, alleges permanent injuries to Dycus as a passenger in Mabry’s car.
A 70 year old State Highway Department driver, William E. Burkhart of Williams Park, Wauconda, was killed when his tractor collided with a car on Route 12 near Wauconda. The car driver, Dr. E H Janssen, 39, of Mount Prospect, was injured but not seriously.
A fierce storm lashed Mt. Vernon and Opdyke last night. Trees and a TV tower toppled, limbs littered streets, and several small buildings were knocked over or damaged by the wind. Rainfall totaled 1.08 inches for the weekend with .74 inches last night and no hail reported.
The national States Rights conference, with 317 delegates from splinter parties in 25 states, endorsed candidates and proposed a plan to deadlock the Electoral College to force a House vote. A driver died when a car left State Route 29 at a sharp curve and struck a utility pole. Passenger Justin McCarthy, 32, of Rock Falls, was killed. The Rev. Lawrence Tendon, 33, also of Rock Falls, was taken to St Margaret's Hospital in Spring Valley in serious condition.
Carl Yuff, 46, is held in the county jail on a parole violation charge. Police say he possessed pheno-haritol tablets and had them for sale.
