MADRID Spain Gener alissimo Francisco Franco proclaimed today a state of emergency in three key provinces in Spain's industrial north to halt a wave of strikes. The decree, effective at least three months, targets Asturias coal mines where 20,000 miners struck for higher pay a month ago leaving at least another 20,000 out of work. Theft reported of 12 foot aluminum boat near Mt Vernon
D. C. Wilson living five miles northeast of Mt Vernon on Tolle Road reported to the sheriff that his 12 foot aluminum boat was stolen from his home. He said the boat was chained to a tree and the thieves cut the chain in two to get it.

Two youths sustained minor injuries in separate crashes on Mt. Vernon area highways. Gary Lee Skinner 17 of Brownsville Road was hurt about 1 15 a m when his car ran off state route 148 near Waltonville. A seven year old girl Cathy Belt 7 of Walnut Hill was injured at 6 30 p m Friday on state route 37 north of Bonnie as her car collided with a vehicle driven by Shirley Pace 25 of Bonnie, carrying Mery Cox 30 of Centerville.
