Charlene Mattingly of Mt. Vernon, Route 5, won the State Individual Development Plan competition at the state BPW event after club and district victories. The plan trains speaking skills over two eight session courses, with a national speakoff in Louisville, Kentucky to follow. Mattingly, a mother of three, works for the Salem South Baptist Association and Regal 8 Executive offices, and is active in BPW, Remocwen Club, Muscular Dystrophy, church and youth work. She hails from Evansville, Indiana, and has lived in Mt. Vernon ten years.
