Oscars Hit Hard and Touching Moments Mark 49th Awards

The 49th Academy Awards favored Network with best actor Peter Finch posthumously, best actress Faye Dunaway, and Rocky won best picture. Russia Cool To U.S. Proposals

Secretary of State Vance and Soviet Foreign Minister Gromyko resumed nuclear arms talks in Moscow with a cool reception to Washington’s proposal for deep cuts. The talks follow the Vladivostok accords and center on limiting long range bombers and missiles to 2,400 each, with debate over including American missiles and a moving target for future reductions. News Shorts Extend Paper Drive for Recycling

Comprehensive Services extends its newspaper recycling drive to April 15 to boost collections at six drop boxes at Times Square Mall 3-D Sharp's Fine Foods Jackson IGA Martin IGA 1300 Park Avenue and Lang's Furniture Bonnie. Bonsai Lecture by Dr Raymond Fosse in Mitchell Art Museum

Thompson appoints John Kneafsey liquor board chairman

Gov James R Thompson named John Kneafsey of Evanston temporary chairman of the Illinois Liquor Control Commission to replace Michael Berz who resigned to join a law firm. A second vacancy remains after Elroy Sandquist left the panel upon his election as state representative in November.

Fire rips through downtown stores injures firefighter

A Monday night fire in Chicago damaged five retail shops including a jewelry store, shoe shop, clothing store, photo shop, and a Chinese restaurant in the basement area. One firefighter was injured. About forty firefighters remained on the scene to prevent rekindling and looting as $100,000 in damage was reported.

State Unemployment Benefit Gap Seen For Families With Children

In Illinois a quirk in law could let childless couples collect more weekly unemployment than those with children. Labor officials say the gap grows as the statewide average wage rises. AFL CIO President Johnson met with Gov. Thompson to push a bill to set the child maximum at 66.6 percent of wages, which would lift the current $135 cap to $146 if in effect now.
