Illinois Senate OKs child porn bill with harsh penalties
The Illinois Senate approved a measure by 54 to 2 to criminalize creators and facilitators of child pornography with up to life imprisonment, and to punish soliciting or allowing children to be used. It now goes to the House, which previously passed it, for amendments. A second bill, already approved by both chambers and sent to the governor, would impose up to three years and a 25000 fine for creating or selling such material. The Senate also backed a separate measure by 54 to 1 punishable by up to six months in jail and a 500 fine for obscene or harassing telephone calls aimed at abuse or threats. Senator John Knupper (Virginia) questioned prosecution for simply calling a reporter, joking about mistletoe, and was the sole vote against the bill.

The Metropolitan Sanitary District awarded a $10 million sludge hauling contract to a group of firms that pleaded guilty to bid rigging and mail fraud.
