Senior citizens housing tap-on fee dispute reaches council

After a long session Mayor Lewis summarized progress on stopping senior citizens from moving into the project and avoiding court. The dispute centers on a $252.50 sewer tap-on fee under a 1970 Particilar Locality bond ordinance, disputed by HUD and Morrissey Corp. Contingency funds of about $16,000 may be used to cover the fee if HUD agrees. The city’s 1962 cooperative agreement waives such fees, but City Attorney Howard says the 1970 ordinance takes precedence. Councilman Billy King praised leadership and helped arrange the meeting.
