NEW YORK AP Ten per cent premium discounts on compact cars are being eliminated by three national rating bureaus. The Insurance Information Institute said the change will take at least a year to implement. The bureaus National Bureau of Casualty Underwriters National Automobile Underwriters Association and the Mutual Insurance Rating Bureau represent 400 affiliates.
