Mrs Julia Ann Black of 1512 south 12th street died at 8 55 this morning at the home of her daughter Mrs A A Hudson 1112 Perkins Avenue She was 89 years and 28 days Funeral services will be held Friday at 2 00 p m at the Pulley Funeral Chapel Rev Robert Freytag will officiate and burial will be in Hopewell cemetery The body will lie in state at the Pulley Funeral Home after 2 00 p m Thursday Surviving are three daughters Mrs Andrew Griffith Dallas Texas Mrs Herman Rickfelder Fillmore Ill and Mrs A A Hudson Mt Vernon 17 grandchildren 29 great grandchildren and two great great grandchildren and one brother Charley Haley Mt Vernon She was preceded in death by her husband parents daughter sister and brother.

Teresa Ann Bailey died at 3:00 a.m. in Fairfield Memorial Hospital twenty two hours after birth. Funeral services will be held at Zion church, north of Keenes, with Rev. Bernard Isle officiating. The body lies in state at Richardson Chapel in Wayne City after 6:00 p.m. Thursday. Survivors include parents Billy and Evelyn Bailey, sister Janice Ann, grandparents Paul Bailey of Bonnie and Lewis Crash of Keenes, and great grandparents Addie Bailey Emma Bailey and Lillie Aug of Keenes.
Niger declared independence from France as Hamani Dior read the proclamation in Niamey. The 24 percent million population nation is twice the size of France. Eisenhower congratulated Niger and welcomed close relations in a note to Prime Minister Diort.
Mr and Mrs Kenneth L Black of 11621 Criterion Avenue St Louis Mo welcome a son born July 30 in a St Louis hospital. He weighs seven pounds five ounces and is named Brian Thomas. Grandparents are Mr and Mrs Walter Mennen of this city. Mr and Mrs Gary R Jackson of Gulfport Miss are parents of twins Gary Ray Jr and Debra Ann born July 26. Gary weighs 4 pounds 5 ounces and Debra Ann 4 pounds 11 ounces. Jackson is the son of Ray C Jackson and Mrs nenevigve Baskovic of this city.

Washington AP reports Douglas Dillon, 50, a seasoned State Department official, emerges as front runner for secretary of state if Nixon is elected. Dillon’s low key style, tough talks with the Soviets, and extensive Senate hearing experience bolster his candidacy over rivals like Dewey.
Sohio transfers its transportation and related offices from St. Louis Missouri to Cleveland Ohio effective July 15. H W Pattison manager says the move consolidates Administration Engineering Employee Relations Right of Way Scheduling Dispatching with parent company activities in Cleveland to strengthen response to transportation issues. Concurrently Southwestern operating division headquarters shift from St. Louis to Shreveport Louisiana. No changes to other division headquarters in Fostoria Ohio Grayville Illinois and Mooresville Indiana.
An AP report from Pittsfield Kansas says Herman Han a 58 year old from Topeka Kansas was killed when his trailer truck left U S 36 and overturned eight miles east of Pittsfield today.
In Miami three men Roy Finney Herb Checchi and Lionel Wiles were charged with extortion and armed robbery for terrorizing Dr Nathan H Rappaport and his 15 year old son Michael after stealing 1350 then pressuring for more money. At a lineup the doctor identified them and police traced the case.
A 13-year-old Cairo boy drowned while swimming with five companions in the Oheiver river in Cairo. Searchers failed to find the body after hours of dragging the river at the foot of 6th Street. Connell James Caldwell tried to save Sammy Lee Williams, son of Mrs. Jennie Williams.
Six states and Canada will be represented at a three day education conference of the Amalgamated Meatcutters and Butchers Workmen of North America at Southern Illinois University in Carbondale. Attending are more than 100 local and regional officers from District 3 covering Illinois Kansas Missouri Kentucky Michigan Indiana and part of Canada. The conference will discuss union procedures and policies.
National Stockyards market report lists results across cattle, calves, hogs, and sheep. Prices vary by weight and grade with feeders steady to firm, several lots reaching highs for good steers and choice lambs, while lighter weights and plainer cows trend lower.
St Louis price report lists egg grades and live poultry terms with wholesale and consumer categories. Grades A whites and mediums noted with varied percentages. overall activity mixed across product lines.
Chicago AP USDA live poultry receipts Tuesday totaled 46,000 lbs. Wholesale buying prices remained unchanged with white Rock fryers at 21 and roasters at 25 to 26.
Demand for aircraft and missile shares supported a late session rally in a generally uneven market. Boeing rose to 32 on 7,000 shares, Grumman and North American Aviation rose, while Douglas fell. MGM gained near 2, Radio Corp advanced, Air Reduction up over 2, and Union Carbide slipped about 2 as bonds and corporates moved mixed.

Mt. Vernon traders noted price quotes for wheat at 1.68 per bushel soybeans at 2.04 and corn at 1.09 in an afternoon market update.
Two gunmen robbed a Maywood Bank of about 25000 on Tuesday. One robber was quickly captured after a burst of pistol and machine gun fire, with most loot recovered. The other fled. no injuries were reported.
The Jefferson County Farmers Union picnic is set for Saturday August 6 at the State Game Farm four miles south of Mt. Vernon. A basket dinner at 12 30 p m, refreshments free. Charles S. Waite of Mt. Vernon has been appointed to the advisory committee on general assistance by the Illinois Public Aid Commission. Waite, assistant supervisor of Mt. Vernon township and chairman of the Jefferson County board, accepted the appointment announced by Peter W. Cahill. The term runs through June 30, 1961.
Mrs. George Young told Mt. Vernon police yesterday that several items were stolen from her residence. Missing were a ring bracelet earrings and other items she stated.
The city plans to audit the water system's condition and costs if Mt. Vernon wins the case. It requests labor authorization by a Commission agent to guide repairs, a thorough review of company work orders, and an audit of expenditures and amortized rate hearing costs. It also seeks questions for E G Parsly on operations and historic links with other firms. Eugene V Debs left school at 14 to work in railroad paint shops in Terre Haute Ind.
A storm in northern Illinois toppled trees and power lines across multiple towns including Antioch Grayslake Fox Lake and Rockford area. O Hare Field saw a 75 mph squall while Chicago endured heavy rain and darkened skies. Temperatures spiked into the 90s then cooled to the 70s with a five day forecast showing cooler northern conditions and near normal southern highs.
The forecast shows temperatures averaging about 3 degrees below normal in the northwest and near normal in the southeast. Normal highs range from 82 in the north to 89 in the south, with lows from 62 to 68. Cooler in the south Thursday and Friday, warmer Saturday, then cooler again Sunday or Monday. precipitation totals one half to one inch in scattered thundershowers mainly Saturday and in southern areas.
Brevard County Florida home to Cape Canaveral and Patrick Air Force Base led the nation in population growth from 1950 to 1960, leaping from 23,653 to 111,176 a 370 percent rise. Hinsdale County Colorado was the smallest with 218 residents, and 19 counties had fewer than 1,000. Du Page Illinois also showed rapid growth from 154,599 to 313,664 (103 percent).

In St Louis the mayoral and city employee pay raise proposals passed at the election with margins near 60 percent. Official totals from 600 precincts showed the mayor’s maximum salary rising from 10 000 to 25 000 by 47 483 to 28 904 while city employee pay moved 45 230 to 29 920 in unofficial returns. Officials cautioned the final count could shift but unlikely.
Vandalia mayor Cecil Smith plans a high tower dive into a water tank to raise money for Vandalia’s Miss Illinois contest effort. Miss Illinois Vickie Joyce Nutter, 18, will compete in Atlantic City September 5, with events including a clothing model display and a baby contest judged by Nutter. Local groups aim to raise $2,000 during a city park carnival featuring a water fight between city firemen and penal farm staff.

Springfield Illinois AP reports Luther J. Tigner executive director of the Temperance League of Illinois endorses Governor Stratton's beer ban at the state fair. He praises the ban dating to 1953 and suggests a compulsory blood alcohol test as part the governor's 1954 campaign platform on traffic safety.
Fines imposed by Police Magistrate J. R. Thomas include Gary Culli fined 15 dollars and costs for careless driving. Clyde J. Bateman fined 2 dollars and costs for illegal parking. Amnarose Clifford of Milwaukee Wisconsin fined 10 dollars and costs for speeding one mile per hour on a state highway. Glenna Lois Isaac fined 2 dollars and costs for illegal parking.
Two cases heard this week in county court involve Robert B. Pyle 39 of McLeansboro who pleaded guilty to issuing a defrauding check and received four months at the state farm Vandalia after passing two worthless $15 checks in Mt Vernon. Fay Ackley 26 of this city was placed on probation for one year on a petty larceny charge for taking $229 belonging to Thad Donaho at his trailer home on Perkins Avenue.
