Ex Senator Bourne of Oregon submits a fifty year plan to Congress for a $3,000,000,000 highway program split into $1,000,000,000 construction and $2,000,000,000 maintenance with federal state cooperation and a national highway engineering academy. A sinking fund would repay bonds over fifty years, and states would deposit 50 year bonds in the U S Treasury. CAN CIRCULATE PETITION TOMORROW FOR COUNTY OFFICES. May 3 starts petitions under the new State primary law with specific signature requirements per party and district, and strict filing deadlines.
