Electoral Votes Face Changes
Congress debates changing the electoral college through constitutional amendment proposals. No plan has gained House Senate support to reach three fourths of state legislatures. Each state has one electoral vote per House or Senate member, with totals from three to 43. President Johnson urged locking in a winner take all system this year. Democrats favor, Republicans oppose, due to urban strongholds and big state blocs.
