Cologne Germany December reports say martial law is in force for the first time since British troops moved in. Rules require male residents to salute officers, post occupancy lists, restrict travel and residence changes, and bar newspapers. Citizens must carry ID cards, surrender weapons, and aid in enforcing order.
At a four day Chicago convention of Public Health officials from the United States and Canada the influenza problem dominated discussions. The group avoided decisive votes but debated school closings and the efficacy of face masks while warning against relying on alcohol as a treatment.

Amerongen Holland December 15 The former German emperor remains a near recluse with little outside contact. Reports of constant adviser communication are false and there is no truth to claims the former empress is seriously ill though she has long suffered a heart condition.
The Great War toppled many thrones including Serbia Montenegro Belgium Romania and Greece. Only the Russian czar is dead and Belgium's king has returned. German emperors and Austrian rulers appear down and out while other monarchs face revolutionary pressure but may cling to power.
In Mexico the Texas Company advances with a Port Lobos refinery duplicating its Tampico plant. Tampico began operations Sept 1 after a year of construction. Tepetate crude cargo loaded Nov 4. Port Lobos serves a 10 inch Tepetate line, with two 8 inch sea loading lines, laid through jungle and swamps to offshore tankers.
Postmaster General Burleson issues an order reducing telephone connection charges in No. 1931 effective December 1918. New rates apply to installing business or residence phones, moving them between buildings, moving within the same premises, and extension service when a line already exists.
