The Surplus Marketing Administration of USDA will extend the cotton bagging program for at least one more year. Texas A and M Extension Service confirms. Six manufacturers with contracts will receive 26 cents per wrapping to offset losses from small volume. The program began in 1938 with under 17000 bales and rose to 288976 bales in Texas by 1939.
