Tax agreement reached on state bank taxation amendments
An American Bankers Association committee and the Association of States on Bank Taxation agree on a form of amendment to Section 5219 to preserve protective principles while allowing state or local taxation of national banks. The plan adds an extra fifth method, a specific tax, taxing shareholders on total dividends plus capital changes, without taxing the bank directly.
