Texas ASC debate over 10 percent cotton reserve
A two man delegation from Central Texas pressed Agriculture Department officials in Washington against proposed rules reducing the state 10 percent hardship reserve for cotton. They argued the Texas ASC Committee should keep distributing 10 percent for hardship cases, noting potential limits to 2 percent under new plans and possible 19 percent for small farms, all at Secretary of Agriculture discretion. The department remained firm, with Stiles and Good predicting few hardship cases in Texas would reach the secretary, and indicating the 10 percent reserve would likely be cut, with details to follow on page 4.
