Mansfield Urges Spanish Consul for Texas Cotton Trade

Congressman J. J. Mansfield released a statement from Columbus Texas dated July 18 1944 noting Spain has not maintained a Texas consul to oversee cotton shipments to that country. He says Texas cotton loses to Mississippi River states shipping via New Orleans and argues a Spanish consul in Texas would cut costs and boost sales as Spain considers purchasing Texas cotton for cash. A letter from F J Herbelin Galveston Cotton Exchange confirms Spanish ships available and the matter is under Madrid's consideration.
