Congress moves to clear roadblocks in clean water program
The House passes a bill to remove impediments in a 1972 eight year plan for waste treatment plants. Only 1.7 billion of 18 billion allocated was under construction by 1975 due to regulatory forms and permits. The moved definition could require farm owners to obtain permits for dredging or stock ponds.
