Kissinger Criticized As Dual Role Undermines Policy
A two year study by the Commission on the Organization of Government for the Conduct of Foreign Policy finds the White House inadequately controls covert foreign intelligence and that Henry Kissinger holds both secretary of state and presidential assistant for national security affairs. It urges creation of a Director of Foreign Intelligence and a joint congressional committee to oversee the intelligence community. The NSCIC and the 40 Committee are faulted for failing to meet and to oversee covert operations. The commission was established by Congress in 1973 and includes leaders such as Mike Mansfield and Clement Zablocki.
