American art a debate on its American essence
Katherine Morris Allan surveys three new books on American art, arguing illustration as a distinct American narrative. The review highlights 200 Years of American Illustration, American Realists, and The Way West, noting curators Henry Pitz and Mahonri Sharp Young showcase how American life, war, politics, and frontier myth shaped a uniquely American visual record.

Government can appeal mistrial in criminal cases
The Supreme Court ruled 5-4 that when a mistrial is declared in federal court on the motion of a criminal defendant, the government may appeal to retry him. The decision, authored by Justice Rehnquist, overrules a 3 year old ruling and ties to double jeopardy protections and the Omnibus Crime Control Act of 1970.

Transportation costs drive firms to loop in Chicago transit line
LeRoy Pope reports that rising fuel and car costs push workers from suburbs toward mass transit, prompting Illinois to relocate 8000 employees into Chicago’s loop. A Maddox Associates survey finds 60 percent considering moves, 61 percent targeting rapid transit lines, and 44 percent saying $1.50 a gallon would force driving cutbacks.
