President Nixon urged Congress to raise the national debt limit or redefine it to allow borrowing about 17 billion more and set a 300 billion ceiling by excluding intragovernment holdings. He warned mid April borrowing would exceed the ceiling under existing rules.
Morris police report two auto tire vandalism cases from Saturday. Mrs. Bernard Roth’s 1966 Chevrolet at 324 Liberty St. had four tires punctured between 4 30 and 6 20 a.m. at the bakery. William Daugherty’s 1960 Volkswagen, parked in the 100 block of E Jefferson St., was found with four punctured tires and a board with a nail in the front seat. lights and windshield wiper turned on.
City aldermen meet tonight to decide on replacing the Gould Park bridge near the swimming pool and whether roadways curb and guttering should be improved along with the new bridge. Waverly Street improvements from Liberty to Lisbon are on the agenda with a sidewalk repair or replacement policy also under review.

The Supreme Court agreed to hear whether juveniles accused of delinquency have the right to a jury trial. Clarence J. DeBacker, an 18 year old Fremont youth, was found delinquent for trying to buy groceries with a forged check and was kept at the Kearney boys training school. The Nebraska Supreme Court ruled for him, but the state constitution requires five judges to declare unconstitutionality.
City Clerk Donald Caisley notes higher than normal absentee requests with 95 applications total and 86 ballots cast by Saturday. Mail ballots remained unopened at 9 40 a m as of today with deadlines for mail and personal applications already passed. Ward breakdown shows first ward five applications five returned second ward 44 applications 39 returned third ward 28 applications 26 returned fourth ward 18 applications 16 returned.
The Grundy County Zoning Commission will meet at 7 p.m. Thursday in Chairman David F. Root's office to review testimony from township public zoning hearings. It is a work session to prepare material for the board of supervisors.
The U S Weather Bureau predicts tonight mostly cloudy with a low about 30. Tuesday expects variable cloudiness and a high near 40. Wednesday shows little change. Collins Weather Station reports Saturdays high 41 and low 32, Sundays high 41 and low 32. At 9 a.m. today the station logged 36 degrees and downtown Morris 37 at 11 a.m.
The Illinois Junior College District 525 Board will read an architect's letter on water and sewage at the new Joliet Junior College campus. The meeting starts at 8 p.m. in Room 243 at 201 E. Jefferson St. Appointments and a report on a $1 million Title I award will be considered.
Washington AP reports former President Dwight D. Eisenhower spent a night in Walter Reed Army Hospital after emergency abdominal surgery. Officials said he is resting comfortably and his heart is stable with vital signs satisfactory despite his age and prior heart attacks.

It affirmed three Des Moines teens may wear black armbands to express antiwar views, stating students are persons under the Constitution and may exercise freedom of speech. Morris patrolmen and Deputy Sheriff Walter White arrested 18 year old John E. Bergstrom of Morris at 5 30 am Sunday on an attempted break in to Morris Community High School. Bergstrom was arraigned before Associate Circuit Judge Robert Malmquist with a March 5 hearing date set.
Morris Planning Commission continues review of sign regulations in the zoning ordinance. The meeting is at 7 30 p m Wednesday in City Hall and is open to the public.
