Chicago AP reports photographer Winfred Helm testified hundreds of rolls monthly were sent to a commercial processor using state funds. He said photos ranged from political events to family gatherings and Powell’s Florida trip. State vouchers show about 250 dollars monthly since 1967 for the process. Helm noted higher officials brought pictures to his studio and others sent work to the processor at state expense. The BGA’s Bliss said the agency shared findings with Powell’s successor John W. Lewis. Helm testified before a Sangamon County grand jury probing an $800,000 board found in Powell’s office and hotel room after his death.
