Edward Bartels, 27, of Rte. 3 Morris, a city letter carrier, was stricken on his route at 317 Lincoln Street this morning. He was taken to Morris Hospital by ambulance and admitted for treatment.
Indiana Governor Handley and National Steel Corp announced a 700 million dollar finishing mill to be built east of Gary near Lake Michigan. The 750 acre site between Gary and Michigan City will start soon, with 2200 jobs and about 18 million dollar annual payroll. If expanded after six years the project could reach 10 000 workers and 700 million dollars in investment, ranking second to U S Steel in Indiana employment.
President Habib Bourguiba said France could keep the Bizerte base if it frees Algeria. He linked Tunisian neutrality to ending French control of North Africa and the four year independence struggle.
Three Wabash River levees broke Tuesday near Lawrenceville and Oaktown Indiana, sending flood waters up to five feet deep and isolating miles of farmland. About 1,000 residents were evacuated as Red Cross centers opened in Lawrenceville and shelters served homeless families.

Ice gorge on the Kankakee at the Grundy County line bridge stayed stationary with no ice breaking loose.
A truck loader in Mexico City seized a moving truck in a spur of the moment and fatally struck two children before crashing into a house. The driver activated the vehicle while his boss was briefly in a store, causing a deadly scene.
In Springfield Nelson O Howarth led the mayoral contest with 40 163 votes in the primary while Lester E Collins trailed with 18 391. Howarth seeks a second term amid an April 7 runoff as eight commissioner hopefuls led by Owen J Darling John H Hunter George M Oliver and Mrs Ines C Hoffman advance. A 3 260 000 school bond appears to pass by a wide margin and Zion voters top a five candidate field for mayor with Wilfred J Brownlow and Theodore T Ruesch leading. Brownlow 941 and Ruesch 397. The report notes incumbent status changes and a defeated slate in the primary.
A Chicago campaign named The Commissioning of the Seven Thousand aims to recruit 7,000 laymen to visit homes and boost church membership by 1975. About 8,000 attended in a 12,500-seat arena, though snow reduced the crowd. Sponsored by The Church Federation of Greater Chicago, the drive estimates 800,000 area churchgoers and a national average of 1.4 million potential members.
America's Vanguard II broadcasts weather data hourly from its 21% pound sphere launched from Cape Canaveral. NASA reports the system is functioning, with data reception likely two weeks away as batteries fade, signaling the dawn of a new era in weather forecasting.
Mrs Allan Helland and her young son of Nettle Creek township were treated at Morris hospital after their car hit a concrete culvert 20 miles west of Five Corners. Mrs Helland suffered chest and back pain with facial lacerations. The child had facial injuries.
Twenty two Negro children and six white teachers enrolled at Warren County High School as it reopened in Front Royal Virginia. Few whites returned to private segregated classes and officials reported no incidents amid drizzle and cold weather.
A statewide panel discussion on financing Illinois schools will be highlighted by a workshop at Mayon High School at 7 30 p m Thursday. Sponsored by the Illinois Association of Parents and Teachers the Illinois Association of School Boards and the Illinois Education Association the panel includes Kenneth Hammer Morris Tom Berta Coal City Mrs David Patterson Coal City and William Glover Putnam County Miss Lillias K Walker serves as panel chairman The workshop is open to anyone interested in current school issues.
