International observers returned from Umuahia reporting no signs of heavy bombing despite claims by secessionists. They found the town deserted after Nigerian troops seized it, with Umuahia Hospital stripped but undamaged and about 70 civilians remaining in good health.
Gardner South Wilmington High School District 73 voters go to polls Saturday from noon to 7 p.m. to decide raising the maximum educational tax rate to 1.11 percent from .90. Feb 15 results showed 339 to 245 in defeat. officials note about $32,000 of current taxes used last year and about $50,000 in warrants expected this year.
In Bishop Hill Illinois an 1853 three story Old Colony post office and general store partially collapsed tomorrow, delaying restoration as a landmark. The brick building once housed Swedish colonists with socialist ideals and was not owned by the Bishop Hill Heritage Association, which aims to restore the town.

A Penn Central freight wreck near East Germantown Indiana caused about 400 residents to flee due to noxious fumes from eight cars in the town. Most of the United States will advance clocks at 2 a.m. Sunday to daylight saving time except for Hawaii Arizona and Michigan. Indiana faces two time zones with shifts toward eastern time while Michigan voters recently rejected daylight time reinstating standard time. Kansas spans central and mountain zones and many western counties observe mountain time only in winter.
Volunteers from National Guard units and cities patrol dikes as Mississippi River crests move through Iowa and Illinois. Dubuque reports 23.1 feet with a receded 23 on Thursday, Clinton sees 21.2 anticipated after 21.1, Davenport expects 19 feet with 18.8 Thursday.

Multimillionaire Louis Wolfson, 57, surrendered his business suit for a prison uniform at Eglin Federal Prison in Florida. He protested his innocence as a U.S. marshal escorted him to Supt. Claude Williams. Wolfson faces an 18 month term for his 1968 conspiracy to obstruct justice and perjury, after a 1967 conviction for selling unregistered stock.
North Vietnamese commandos struck a bivouac east of the Laotian border near Hue with mortars, grenades, and rocket grenades. Casualties included three American soldiers and four South Vietnamese troops killed, 12 Americans and 43 South Vietnamese wounded, and several armored personnel carriers destroyed. U S and Vietnamese forces reported 30 North Vietnamese killed. Two additional American helicopters were shot down, with two Americans killed and four wounded. The weekly aircraft loss total rose as enemy withdrawals continued toward Laos and Cambodian sanctuaries amid intensified air raids.
The Illinois Valley Sheltered Activity Center in Morris under Rev. Arthur Johns provides paid tasks for mentally and physically handicapped individuals. Opened January 28 1968 the center now serves about 14 daily with two supervisors and 16 participants, earning and redistributing wages while soliciting community support and contracting with Metro Rubber and Bimet Electrical for jobs.
