Washington reports the League of Nations covenant text, with changes from the Paris peace conference. Articles cover membership, structure, armament limits, arbitration, permanent court, and protection of colonies, with open to women provisions and Monroe doctrine reference.
A wave of mailed bombs shocks several cities as seventeen packages addressed to prominent officials including Postmaster General Burleson, Secretary Wilson, Attorney General Palmer, and Justice Holmes are found or explode. Packages marked Gimbel Brothers, forged labels, and postages short, with later similar incidents in San Francisco Chicago and Alabama.
A Alberta Department of Agriculture report shows 1918 dairy output held steady despite high feed costs while butter production reached 9.1 million pounds and cheese rose markedly. Bull sales in Edmonton Calgary and Lacombe reflect strong demand, with Herefords and Shorthorns selling at high prices. A statement from the Italian delegation in Paris denies reports that Salvatore Barzilai, a member of the peace delegation who left with Premier Orlando, did not intend to return to Paris.

The Calcutta excise authorities and Temperance Federation propose creating an educational area centering on the Calcutta University and major colleges. About 10,000 students would be affected as grog shops and drug shops are to be removed for one year to foster temperance and public order.
