Khrushchev’s Space Cooperation Talk Lags Behind Actions
The article contrasts Khrushchev’s pro cooperation rhetoric with actual Soviet boycott history of the 18 nation Peaceful Uses of Outer Space committee. It notes Zorin’s Feb 26 shift, Kennedy’s bilateral stance, and U S proposals since 1957 including NASA’s tracking network offer in 1959, arguing Kremlin offers are propaganda and unlikely to materialize.
