Roosevelt Address to Congress Urges Trust Regulation and Isles Policy
President Roosevelt sends his first annual message to Congress praising McKinley and urging stern anti anarchist measures. He calls for publicity and federal oversight of interstate corporations, favors a secretary of commerce, endorses Chinese exclusion, and backs irrigation canals, an Isthmian canal, and reciprocal trade with Cuba. He argues for stronger naval and military preparedness, reform of immigration and public lands, and a broader civil service in territories.
