Survey of Iowa Prisoners Highlights Rural-Urban Crime Gap
Iowa State College sociologist Walter A. Lunden found counties with cities of 25 000 or more supplied 40 percent of prisoners between 1935 and 1946 while housing only 33 percent of the population. Farm counties sent 10 percent of prisoners though they are 13 percent of the population. Small-town counties produced 20 percent of prisoners from 24 percent of residents. Five counties led in commitments per 10 000: Lee Linn Dallas Woodbury Polk. five with fewest: Winnebago Ida Van Buren Audubon Emmett. Average daily inmate count was 2 266 in 1946 with 1 074 commitments that year. Prison costs rose. 1946 cost per inmate per year was 612 dollars, 74 percent above a decade earlier. Institutions operate productive enterprises yielding 20 to 35 dollars per 100 capital, aiming at rehabilitation and community reintegration.
